“The evolution of the adoption of the Travel Rule over the last two years looks very similar to the uptake of licensing and registration regimes globally,” Nawfal noted during the podcast. She explained that regulatory implementations have been rolled out in various jurisdictions, making it increasingly challenging for VASPs to remain compliant.
Compliance Challenges for VASPs
One of the primary challenges for VASPs is the interoperability of Travel Rule solutions. Nawfal emphasized that while different messaging protocols have emerged, they often create isolated networks, making it difficult for institutions to communicate effectively. “We’ve wasted a lot of energy creating gateways from one protocol to another, instead of focusing on VASP-to-VASP reachability,” she said.
To address these challenges, Notabene has been advocating for a unified approach that focuses on creating a global network for VASP communication. This would ensure that all institutions can transact with each other, thereby reducing the risk of isolated islands of compliance.
Technological Solutions and Innovations
Notabene has been at the forefront of developing technological solutions to meet regulatory requirements. One such innovation is the proof of ownership for self-hosted wallets. This solution enables users to cryptographically prove ownership of their wallets, thereby meeting regulatory requirements without compromising privacy.
“We’ve provided proof of ownership for self-hosted wallets for the last two years and have recently expanded the types of wallets we support,” Nawfal explained. This solution is particularly relevant for jurisdictions like the EU, where new regulations require VASPs to verify the ownership of self-hosted wallets for transactions above €1,000.
Global Regulatory Landscape
The global regulatory landscape for crypto is rapidly evolving. According to Nawfal, 65 countries have already passed legislation that includes the Travel Rule, with another 15 in the process of doing so. Key jurisdictions such as the UK, UAE, and Hong Kong have implemented these regulations, and the EU’s Markets in Crypto-Assets (MiCA) regulation is set to further standardize compliance across Europe.
This regulatory clarity is expected to unlock new opportunities for institutional trust and compliance, enabling more secure and seamless cross-border transactions. Nawfal believes that the industry is nearing a global tipping point where most companies will be able to send and receive Travel Rule messages, thereby ensuring compliance and fostering greater trust in the crypto ecosystem.

Nawfal expressed optimism about the future of the crypto industry, particularly as more institutions adopt regulatory frameworks like MiCA. “We are providing regulatory clarity when it comes to stablecoins and helping financial institutions launch crypto products,” she said.
